This Ordinance as in the case of the Harbour and Courts Ordinance must, if well carried out by means of competent and active Officers, effect and have the same results which the latter Ordinance is intended to effect on the Water.
The division of the City into Districts and the Registration of Householders must prove of inestimable assistance for Police
