G. It is true this only applies to Chinese Householders, or others owning property to Chinese. The latter is however a numerous class, and as hitherto they have resisted all such stringent provisions,

The concession of the principle is a strong proof of the community having awoke to an earnest sense of its duty.

40. This is going to the root of the matter, and coupled with the provisions of sections 12 & 18, enabling the Chinese to elect watch-men with powers of Constables, is a great step towards converting the respectable portion of the Chinese Community, into a cheap and effective Police.

41. The collateral advantages of such a complete Registration as that which I hope can now be effected, will also be very great - in all that concerns the taking of the Census, and the collection of rates - such as there are for defraying the cost of Lighting and Police.
