There will be some additional expense occasioned to the Colony by the increased staff required - independent of the Improved Gunboat, the necessity for which must, I think, be now generally recognized, as the Colony is at last resolved to take itself the discharge of those Police duties, which are incumbent on every Civilized Community - i.e.
At the same time, whilst there can be no better mode in which the Public money can be expended than in suppressing Crime, and preventing this part of Her Majesty's Dominions being used as a rendezvous for Pirates and desperate Characters, from whence to sally forth and prey on our own Commerce, and that of our neighbors. I have not thought it expedient to levy any but low fees, as the Chinese are naturally timid and suspicious of changes, even though intended for their protection.
7. It will therefore be necessary before proclaiming either of the enclosed Ordinances to circulate full explanations in the Chinese Language, of the object and Nature of their provisions.
8. In the Registration Ordinance No7, Your Lordship will find that at last the principle has been conceded of making the Householder, and in his absence the immediate Landlord Responsible in the first instance.
