In 1859 and the previous years of his Colonial Service, he had been allowed to usurp an undefined power in Government, in Chinese matters, & in dealings with Chinese.
He saw through his own eyes, and was entrusted with the powers of obtaining on his own unchecked, the services of the Navy to proceed in search of alleged piracy; indeed, all regular formalities were dispensed with in his favour.
Such license could never have been allowed to him in any other Colony than Hong Kong, and less at any former period, and for these reasons.
The Colony is under a vigorous Government, and the officers are under strict control. Now we have European Officers in the service who have a good knowledge of the Chinese language, whose knowledge increases daily in that direction.
Allowing that ... might have the inclination, he could not have the same opportunity for dishonest treachery as existed before 1859.
