Of the present Police I cannot in many respects speak too disparagingly, although for the last few months its improvement has been very great- however effected by my own direct and continuous personal attention to details which are certainly not usually comprised in a Governor's duties - The Superintendent of Police was formerly a Sergeant in the Royal Artillery and though apparently a very worthy man, never had any previous Police training and is utterly unfitted to cope with the difficulties of his position-
