I have to acknowledge the receipt of your despatch No. 2107 of the 27 ult. reporting that you have written to Sir W. Macnaghten to request him to select men of the class of Sergeants to join the Police Force in Hong Kong.
I have to point out to you that this communication was made to Sir W. Macnaghten previously and the proper authorities were informed.
I should have asked for sanction for the expense which their appointment will involve.
I might have hinted to the Treasury to this effect.
Copy recommending approval.
If approved, the men will be appointed as a matter of course.
