Carnarvon would wish to know by what Instrument (if any) he could be enabled to confer such powers.
I am to state that some of the Commissions formerly given to Colonial Governors used to contain a provision to the following effect:
An extract from the Commission given to Lord Combermere, Governor of Barbados in the year 1817 is as follows:
"Lord Combermere
And the said Lord Combermere by yourself or by your Captains or Commanders is hereby authorized and given full Power and Authority to levy, arm, muster, command, and employ all Persons whatsoever residing within the said Island under your command.
