I trust I have now proved that at length, though not without a great expenditure of very anxious thought and labor, I am enabled to give a satisfactory reply to Mr Cardwell's Despatch. I do not think that any point to which he drew my attention has been neglected, and I am not, I hope, too sanguine in anticipating results commensurate with the ample provisions of the recent Ordinances.
