To the numerical insufficiency of a staff entirely composed of Young Portuguese

Treasury" in lieu of the former "from door to door." Collections.

To the tardy notification in
the Gazette of the Plates assessed
4°
To the consequent arrear of
Nearly one quarter in 1864 and in 1865 -
in the timely service of notices.
5°
To the misim by the valuators
of the names of the "Occupants" and of the "Owners" of Tenements assessed to the Police Rates.
6°
To the apparent reluctance of the Government to amend the Ordinance
and to make the Owners and Landlords primarily responsible
7°
To the absence of any clause in the Ordinance
requiring Landlords and others to give
notice of changes of occupancy,
vacancy, or reoccupancy
of Premises or Tenements.
I have also most respectfully to
submit that the Hongkong Treasury requires
