Thus it was that the time of Mr Hyndman - from the 12th of July 1863 to the month of February 1864
of eight months - was period essentially devoted to the arrears and that the to the task of bringing up antecedent to the 12th of July- (as recorded by the members of the Commission) "to the prejudice of legitimate work of the Treasury" - left without the assistance and protection for by my letters of the 4th July and 17 and 19.
7. It is therefore evident inferentially admitted by the Members of the Commission that the Treasury entered upon the supervision of the Month's arrears in the hands of its accountant, Mr. Hyndman- and it has escaped the attention of the Commissioners to report that the Forms of "Notices" of affidavits required by the Provisions of Ordinance N°5 of 1863 had to be Amended several times by the Attorney General before they were received at the Treasury from the Acting Colonial Secretary's Office - which was on the 5th of September 1863. Such delay arising not from any default of the Treasury, precluded the service of notices until seventy-seven
