proceed to state that it was on the 2nd July 1883 that the Hongkong Treasurer was instructed - under the Provisions of the Ordinance No 5 of 1863 - to assume the supervision and receipt of the Police and Lighting Rates in the room of the Grandpré office where it was abolished.

On the 3rd of July I represented that the arrears of Rates on the 12th of July amounted to $22,762. Qucts and that it would require all the exertions of Mr. Grandpré's former subordinates to collect and bring to account the arrears specified.

I further stated that it would take twenty-five days to prepare the Forms of Receipts for the 3rd quarter 1863, Notices and other documents. And I accordingly applied for the Assistance of a European Clerk and of a Chinese Clerk for three months. I also requested that Mr Hyndman the Accountant and others connected with the receipt of the Police and Lighting Rates should enter into Security Bonds for the efficient discharge of their several duties.

Both applications were refused - Notwithstanding my representation of the 1st July and the amount of arrears on hand, and that the Rates had to be paid into Mr. Hyndman's hands before they reached the Treasury.
