I have also to refer to my letter of the 14th instant Nos. (to which I have received no reply) and I reiterate its request should the supposition be still entertained, that in a climate like Hongkong a greater number of notices can be served in one day than hitherto accomplished. Mr. Cawthorne, the present Notice Server, "I request one better able to meet the necessities of the case, may be appointed" Where two Public Departments, allude to the Court of Summary Jurisdiction and to the Treasury that the means at their disposal to carry on the Public Service of the Colony within the radius of their respective spheres are insufficient effectually.

and the appointment of an additional Bailiff and an extra Notice Server would financially benefit the Colony by prompt service of notices and the equally satisfactory recovery of Taxes (not elsewhere secured otherwise than by from door to door collections). I may be permitted to give expression to my extreme regret at the apparent hesitation of the Government to grant the assistance so urgently and so necessarily called for by the Summary Court and the Treasury.

If it may be requisite in this letter that I should apologize for introducing the Court of Summary Jurisdiction, I have done so because the well-being of that Court is so intimately connected with that of my Department, in the prompt recovery of all arrears. That I have not hesitated to advocate the appointment of an additional Bailiff in the interest of both Departments and therefore, I trust His Excellency the Acting Governor will appreciate my motive and accept my protest that I should not be held responsible for the recovery of those arrears, as the letter of my instructions and the Law in the case so especially place it within the action of the Court of
