Sir Richard MacDonnell is very ready to find fault with his predecessor in office.

And I think that Mr. Forth was not quite fairly treated by Mr. Mercer.

The Collection was a month in arrears when the duty of seeing to their collection devolved upon the Treasurer.

There were delays in granting Warrants.

26/10 On reviewing W. Mercer's conduct in retaining the report in his hands for 3 months without allowing Mr. Forth the opportunity of receiving and explaining it, it must be apparent to me altogether wrong.

I have observed more than one instance of this already, and I think the inclination to do so may fairly become a wrong and should be decidedly repressed.

Great Arrears and difficulties resulted in an accumulation of work, and Mr. Forth required assistance during the illness of one of his clerks.

This night he sent to the Treasury for consideration with reference to the matter.
