devolved on the Department of the Colonial Treasurer (M. Forth) I have the honor to state that I referred to Mr. Forth W. Cardwell's despatch - and the letter from the Treasury which it enclosed - together with the Report of the Commission of Inquiry into the Cause of those arrears- and I called on M. Forth to furnish me with the necessary explanations as to that part of his conduct which had been impugned by the Commission.

I now transmit Mr. Forth's explanatory statement and also a memorandum sent with it apparently for my personal information, but which I cannot treat merely as such- In the latter document M. Forth draws my attention to the fact that till after my arrival in the Colony he had never been permitted to see the report impugning his conduct- and that the Colonial Secretary then Administering the Government having had the Report nearly three months in his possession had sent it to the Secretary of State accompanied by a statement of his own opinion thereon.
