I remember Caldwell well and mention with pleasure having had more to do with him than with C. Austin. An improved police is obviously very important. I shall be ready to give Sir R. Macdonell every civility that is right and desirable but he makes no proposals even in private letters. He seems very chary about his work which is satisfactory.

the Admiralty
