Ordinances will require full explanation
on some more suitable occasion.

It is however necessary in the meantime to remember that the whole of this legislation emanating as it does from myself is part of one plan - and the details of each Ordinance are so connected with another that the
entire scheme
may
be deranged by
omission of any portion.

The plan for example embraces a comprehensive attempt to get the Junks and native Craft under the control of the Police.
