I observe

you say that when

Her Majesty's Government fixed the Military contribution at £20,000 for

annum and sanctioned the erection of a Dock, they

that

you

were

of opinion.

and

to

see no reason

differ from

that opinion, that the Revenues of the

Colony

were

quite able to bear those

as well as the cost

of the Civil Establishment and additional charges.

I cannot coincide in that view-

and believe the statements made in my despatch of the 26th March clearly prove the insufficiency of the Ordinary

Revenue of

the Colony

to bear its

present expenses- I further believe the

accuracy of

such

a

proposition resolves

and an

itself into a mere

a mere question of fact

inevitable deduction from ascertained figures.

It has of

course been

my duty

to consider the whole question very thoroughly

since the date of my first despatch

respectfully

on the subject- and I would respectfully observe that I see no reason to alter the

Views expressed therein.

On the 25th Instant when I laid

before the Legislative Council a Bill to vote the necessary supplies for 186% I took the opportunity of placing before the Council and the Public - a statement of the financial Condition

of the Colony which I endeavoured to

make as

simple, truthful and

intelligible as possible;
