My Lord,

As a Member of the British Legislature, a Gentleman, and an English Christian, I must ask your Lordship's attention to a perious condemnation of the parties to whose culpable interference is to be attributed the horrible results detailed in the following statement published in the Overland Trade Report dated the 30th May 1865, and which has also been brought to the notice of the British public in a letter in the London Standard dated the 22nd July 1865.

It would appear that one of the Taiping chiefs or Princes, Mo-Wong, took refuge under the British Flag at Hong-Kong. The Mandarins at Canton, revolving against him being a pirate, demanded through the Consul at Canton that he should be given up to them. The Consul must have been aware of the phraseology of the Treaty of Tientsin and the measures for the Suppression of Piracy.
