My dear Sir,
I am much obliged to you for so promptly laying before Mr. Cardwell my Memo of the 13th Inst. And if I have not earlier replied or called it was simply because I was aware how extremely occupied you all were till the last W. S. Mail went.
I am very sensible of the extreme anxiety of Mr. Cardwell to do all that he thinks can be effected through the Colonial Department to put down the present disgraceful and piratical piracy prevailing in the Chinese waters near Hongkong. Therefore, I am most anxious, & when possible, to accept what the Secretary of State thinks feasible, and not to offer merely frivolous objections.
