It is time that clause 7. of 3. of the Imperial Act authorises the Local Legislature to make Regulations affecting the discipline of the Men on board the Colonial vessels, as well within the limits of the Colony as elsewhere, but this is merely to render available a necessary power when the vessels are employed in ordinary work, not confined to any class of vessels - such as carrying cargo or supplies - or to any particular circumstances. Apparently a word in the Imperial Act authorising the Colonial Legislature to invest such vessels with a Naval character outside Colonial waters – and such as they are in dealing with either pirates or public enemies - except in the Colony - has been referred to the Admiralty.
