It appears from the Certificate which has been sent home by the Governor that Mr Turner arranged that his half salary, during his absence from Hong Kong, should be drawn by his Agent there. Mr Cardwell cannot therefore authorize the Hong Kong Agents to make any payment to him on that account in England.
Mr Loy shall be informed that Mr Cardwell would suggest that he should make application to Mr Alexander, the Acting Col. Secy., and that in no case are pensions granted to the sons of public servants.
