I have the honor to report, for the information of the Secretary of State for the Colonies, that I have this day carefully examined Mr Charles Cleverly, Surveyor General of Hong Kong.
Mr Cleverly has been in the service of the Government of Hong Kong from 1848 to the present time, with the exception of an absence on sick leave for eighteen months, on account of a peculiarly severe fever, accompanied by malignant eruption of the skin.
The complaints Mr Cleverly exposed himself conditionally to the influence of meteorology and of weather, including much direct solar exposure. The result has been that, owing to this circumstance, and to long residence under tropical influences generally, malarious fever has fastened upon his constitution, so as greatly to injure his health.
