In June 1862 Brigadin Staveley stated to the Gt Mr Minister at Peking that Europeans were arming and doing a large trade in Ammunition with the Rebels in China, and that 10 per cent of the insurgents were armed with Muskets & Rifles supplied from that source.
This was reported to the Foreign Office by Sin O. F. Bruce on 14 July 62, & Brig" Staveley's assertion was borne out by the Capture at Ningpo of an English Vessel with a full cargo of warlike stores, and also of a Lorcha with Englishmen on board who were taken in the act of selling arms to the insurgents on the River.
This Lorcha belonged to Messrs Bennett & Co, and probably chartered from Hongkong.
On November 1862 the above information was sent here from the Foreign Office, and the letter enclosed the draft of a Proclamation which was to be issued in China by H.E. Minister. Earl Russell proposed...
