"In forwarding the enclosed Copy of the Notification referred to, I am to state that

the provisions of the Merchant Shipping Cap 104 5.186 Act 1854, which require that a Freign Going Ship shall not go to Sea unless the Officers possess appropriate Certificates, applies only to Ports in the United Kingdom. The Notification appears to explain the Law enacted by the Hong Kong Legislature,
