With reference to your letter of the 3 of
August last transmitting the Minutes of a Naval Court held at Shanghai to enquire into the loss of the S. S. "Fohkien" _ I am directed by the Board of Frade to inform you that their attention has been called by the Colonial Office to a Government Notification issued by the Officer administering the Givernment of Hong Kong, in eonsequence of that portion of the Finding of the Court which expresses their surprise at the Hong Kong Authorities permetting a British Vessel to continually leave that Port without a Leutenant C.
