I am directed by the board of Frade to acknowledge the receipt of your letter of the 11th instant, transmetting a Copy of 00 Despatch from the Officer administering the Government of Hong Kong, enclosing
a
Government Notification issued by him in consequence of that part of the Finding of a Naval Court held at
Shanghai
to enquire into the loss of the I. S. "Fohkien" which
expresses
the surprise
of the Court at the Hong Kong Authaitie's".
permitting a British
Vessel to continually leave that Port without a Certificated Officer.
