I have only one further ~ observation to make which is in reference to what His Excellency desires

communicate to me, which is this, that
the old form of
Lease

the Home Authorities at the time of
the foundation of the bolong; this
however
may
well be and yet the forms
in their altered state be in no sense
disallowed, for the circumstances at the

foundation of the Colony different from what thin are at present,
and the
erggested
funicipal alterations have de themselves to the Attorney General by
what has occurred in the course of recent litigation.
