Dr. Arthur Runder was employed here for some time previously to my connection with the Hong Kong Mint by Mr. Graham, and as his draughtsmen were engaged here, I could not very consistently employ others.
I consider the charges usually charged for similar work, and this is further proved by the number of draughtsmen that have been constantly engaged for more than a year. I may add that Mr. Graham fully justifies the charge, and I shall be happy to afford any further explanation that may be desired.
