Other drawings were made to reduce the cost in various cases, and the drawings for altering presses of the Royal Mint enable them to strike dollars with a new legend on the edge.
In reply to the concluding paragraph of your letter, I beg to say that I considered the request to provide an approximate Estimate, carried with it the Authority to incur the unavoidable Expense thereof; and respecting the other drawings, Emergencies arose and as before stated frequently (in compliance with your request at our interview of the 26th January last).
To reduce the cost of the Mint; further I may state, that it would have been impossible to estimate with accuracy the cost of these drawings beforehand, as I had frequently to make important changes.
