I have been requested by my friend Capt. Allen of Cefn Handrif, Carnarvon, to state my opinion as to his fitness for undertaking and accepting the duties of an appointment in the Royal Mint Hongkong.
Of Capt. Allen's knowledge of the science of assaying & smelting metals, or in mechanical appliances in the manufacture of coin of course I know nothing but I do know that he is a man of great energy, both of mind & body.
