I have been informed by my friend Mr C. L. Davies of the offer that has been made him to become Comptroller of the Mint of Hongkong, & have great pleasure in giving my testimony regarding his capacity to fill such a position, which is founded on intimate acquaintance of several years standing.
I consider Mr Davies an intelligent, zealous & upright young man who would conscientiously fulfill the duties of any office he might undertake. I know him to be possessed of much constructive power, and force of language,
and I feel
convinced
