I also enclose the testimonials of Mr. Frank H. Allen for the appointment of superintendent of the Coining Department. This gentleman having been long personally known to me, I have the greatest confidence in recommending, as fully as I can endorse all that may be said in his favour.
I have arranged with Mr. Hamilton of the Messrs. J. Watt & Co., proprietors of the Soho Mint, where our Coining presses are being constructed, for Mr. Allen to go through a course of instruction, not only in the construction of Coining Machines generally, but also to make himself practically acquainted with the whole details of the various processes of coining in their Mint, which is now in full work on Turkish copper money.
I enclose also two letters for the Right Honorable E. Cardwell handed to me by Mr. Allen.
