Sir,
I am directed by Secy Cardwell to acknowledge the receipt of your letter of the 28th ultimo in which you require that authority may be given you by me, to incur the expenses that may be necessary for yourself, or your representative, to inspect from time to time the works for the Hongkong Mint now being under contract.
In reply, I am to inform Mr Kinder that His Excellency authorizes you to charge to the Colony such travelling expenses as you may incur on this account, subject to the production (when possible) of Vouchers for the information of the Board of Audit.
