In every instance Mr Graham's concurrence will be obtained before submitting to His Grace any Tenders for approval.

I perfectly understand that before concluding any Contract it is essential to obtain the sanction of the Duke of Newcastle.

So soon as the necessary working drawings are completed, and which from their complicated nature require considerable time, I purpose inviting parties to tender for the various portions; and as in the Specifications dates are given for the completing Contracts, I must see the necessity for placing me in a position to proceed with as little delay as possible.

I have this day written to the Crown Agent relative to the shipment of Articles &c. as suggested by you
