In answer to the enquiries contained in your letter of the 10th instant as to the articles for which it is proposed to invite Tenders, I have to state for the information of His Grace the Duke of Newcastle that in all cases forms of Tender will be filled up by the parties selected to tender, and such portions that may appear wholly satisfactory or may be approved, will be submitted for the sanction of His Grace.
