I will not trespass upon your time, sir, in enumerating the many fatal cases which have occurred in substantiation of this view of my
case founded upon fatal cases resulting from struggle with the Climate, for they are alas! too well recorded in the Annals of Hong Kong, and have been no doubt freely reported
by Incumbent Governors for information of the Colonial Office,
My letter to which I have to the general state
referred alludes to the
of the Department from which I
am about to retire,
and briefly set forth
some few particulars of the duties I
had performed for the Colony from
its early days.
And now
as a direct application for consideration of my case as a Public servant, seeking after so many years acknowledgment of Services to The Crown, I count on the support of Sir P. Robinson from his having on many
occasions expressed to me
personally the approval of my
conduct as an
Officer under him, and
his appreciation of the zeal and ability with which I have carried out many
onerous duties and devoted myself to furthering the interests of the Colony.
I also feel assured that each of the other governors under whom I have served have testified favorably to me in such of their Confidential Despatches as have been furnished for the information of the Colonial Office.
Be that as it may, I will not be considered unbecoming in me if I further trespass upon the time of the Right Honorable the Secretary of State, in submitting my special claims,
irrespective of those to a pension, for consideration, in the conviction that I have faithfully
performed my duties under no
ordinary
trials, and that I have no
excuse for thus bringing
my case prominently to notice
at the present time when I find the
failure of my health obliges me to
retire from the service, and abandon
the duties in the
Colony
in which I
have so long taken an active interest,
and which I leave with regret.
