I was undoubtedly much surprised to hear from you that an extension of sick leave might be granted to me but will not be permitted.

I should be acting disrespectfully, both absurdly and pertinaciously, to question your decision on Rules with which you must be familiar, and which are intended to express your opinion - but I may be pardoned for making the remark, that the Rules, as they stand, unexplained, appear to me to bear a different construction from that which has been given to them.

Rule 102 allows sick leave, which Rule 103 limits to twelve months. Rule 106 states that "An officer to whom leave of absence has been granted is entitled to half salary during his absence from duty."
