of the Commanding Royal Engineer, and provided the requisitions of the War Department are satisfied.

am, however, to state that
Private gratuitous services by Clerks of Works
appear to Lord Grey to stand
on a totally different footing,
and His Lordship considers that this practice should be prohibited, except in special cases when the
sanction of the Secretary of
State for War has been previously obtained.
