In reply, I am to request that you will acquaint the Secretary of State that Earl de Grey is precluded from entertaining this application, until arrangements can be made providing elsewhere for the troops in the occupation of the Barracks in question.

I am to add that Part of Earl de Grey would suggest that, in communicating this decision to the Acting Governor, it should be pointed out to him that in such a case, the delay of a further reference home might have been avoided.
