With reference to your letter of the 24 ultins, I am directed by the Lords Commissioner of the Treasury & acquaint you for the information of the Secretary Cardwell, that their Lordships see no objection to the receipt of the lots of Commercial Bank Corporation of India and the East in the Colonial Chest at Hong Kong when it shall have been fully established and obtained the confidence of the public : but their Lordships suggest that in the meantime, this and other Banks recently established by Royal Charter, be directed Li 7.
