At the same time I believe that the coming of the whole $3,000,000 dollars will be a serious embarrassment and that the undertaking is desirable as it will ensure full employment to the operative department during the cutting season, &c.

I have to acknowledge the receipt of your despatch of 29 ulto and 31 March last, in which you refer to the issue of British dollars from the London Mint pending the opening of the new Mint at Hongkong.
I caused this despatch to be referred to the Treasury and I annex for your information a copy of their Lordships' reply together with a copy of the Treasury's letter.
