Discuss the significance of the Congress of Berlin.

The Congress of Berlin was, significant more for its effects on the alignments of the great powers than for its efforts to settle the Balkan problem. By the. Congress Rumania, Serbia and Montenegro were enlarged and reaffirmed as independent states. The big Bulgaria was trisected,. the northern part was recognised as independent; the central part, Eastern Rumelia, was to remain in the Turkish Empire under a

Christain governor and the southern part was returned to direct Turkish rule. As for the great powers, Britain was to gain Cyprus as Russia was, to retain Bessarabia. Austria was allowed to occupy and rule over the provinces of Bosnia and Herzegovi- na. France was promised a free hand in Tunisia. Only Germany and Italy left the Congress with empty hands.

The most important outcome of the Congress was that it left all the powers dissatisfied and anxi- ous. As far as Turkey was con-: cerned, she now realised that her 'friends' were as avaricious in her land as her enemies' were, for Britain and Austria took. Cyprus and Bosnie-Herzegovina from her without giving her any substantial support. Hencefor ward, Turkey leaned towards Germany and set about reorganiz- ing her army with the help of German military experts.

For Germany the price of winning a new and useful ally for the future had. to be paid at the cost of losing an old friend. At the Congress, Germany, did everything to assist Austria, and at times put pressure on Russia. Czar Alexander I was so annoyed at Bismarck's attitude at the. Congress that he wrote a letter to the German Emperor in 1879, expressing doubts as to whether peace could be kept between- Russia and Germany The estrange- ment between Russia and Germany gave France la chance to open/new

Furthermore, Britain was mistaken in her belief that the Sultani. would improve the condition of This Christian subjects. After a

time, the Sultan deliberately massacred his Armenian subjects without paying any regard to British protest.

As regard to Austria, the occupation of Bosnia-Herzegovina. was a very unwise policy. She now became the terget of Panslav- ism as Bosnia was populated by Slave. In future, the forces of insurgent na vijnalism in the Balkans necessarily involved Austria and would lead to dis- ruptive effects within the Austro- Hungarian Empire. The rivalry: between Austria and Serbia, the centre of Paralavism, was to play a prominent part in causing World War I

Nor were the Balkan states satisfied with the settlement. Perhaps the most disastrous effec of the Congress was that it frust rated balken nationalism. The Bulgarians were greatly disappoin

ed at the truncation of their newly enlarged nation. In 1885 Bilgeria and Bastern Rumelia united and adopted an anti- Russian policy. On the other hand, the just claims of Serbia. were completely ignored. She was given no sea coast and her territory was separated from that of Montenegra. She now regarded both the absburgs and the Turks as oppressors of her fellow- countrymen. She was also jealous of the rise of Bulgaria.

The Congress of Berlin not only failed to solve the Balkan problem, but also sowed new seeds for future unrest. The origins of the setting up of the two rival camps in Europe, the Balkan wars of 1912-13 and the murder of the Austrian Archduke at Sarajevo can " all be traced back to the 1878- settlement.. The most important immediate outcome, however, was that Germany had now become the ultimate arbiter of peace and war. The rise of Germany and her inter vention in European politics greatly intensified international

tension.
