With reference to the Colonial Ordinance for establishing a Mint at Hong Kong (dated 26th February 1864), I desire to express my entire concurrence in its terms, and that I find no occasion to suggest any alteration in addition to the provisions of the proposed Enactment.
Great care has been taken, in this Department to keep down the expenses connected with the establishment of the Mint at Hong Kong. On this head there is submitted herewith for the information of the Lords Commissioners of Her Majesty's Treasury a Memorandum drawn up by Mr. Kinder at my request, showing the savings he has effected upon the first estimates. A further tabular statement is inclosed.
