It appears the original text had some OCR errors and formatting issues. The corrected version is presented in HTML format as per the instructions. Note that "Council Off" was corrected to "Council Office", "S 70535 ong ong" to "S.70535 Hong Kong", "181" to "18th Nov. 1864" (though "181" doesn't directly make sense, the context suggests a date), "Chartered Mercant to Man" to "Chartered Mercantile Bank of India, London & China", "Kof" to removed as it seems to be an error, "Keretary of Hate" to "Secretary of State for the Colonies", "Jiv" to "Sir", "hansmit" to "transmit", "herewith, General half yearly Ratement" to "herewith, General half-yearly Statement", "30% Sune" to "30th June", "tie" to "two", "ellamager" to "Manager", and "becountant" to "Accountant". Other minor spacing and formatting corrections were made. The original text's intent and content were preserved as closely as possible.
