I have laid before Earl Russell your letter of the 18th instant, and

your letter to me in reply.

I am to state to you for the information of Sir Henry St John (Cartwell) that His Lordship concurs with her Ladyship in the opinion that the arrangements made by the Acting Governor of Hongkong with regard to the surrender of Fugitive Criminals before Frederick Fury are satisfactory.
