Sir,
I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council, conferring on Her Majesty's Consul General in Japan, the power to issue rules for restricting the entrance or passage of British Merchant Vessels into or through the straits or waters within the Dominions of the Tycoon;
and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
