My Lord,
Admiralty to Secretary of State for the Colonies, dated 20th September last, they purchased £15,000 Exchequer Bills out of the surplus balance belonging to the Government of Hong Kong; and they have therefore to request Mr Cardwell's authority for the payment of Messrs Mocatta's claim, and for selling such of the Exchequer Bills as may be required to enable them to do so.
