Admiralty dispatch, - and it is reasonable to presume that such work could not at all times be conducted with the necessary expedition, so delays, the inevitable, had to be encountered, which would be entailed by crossing the public road, with its attendant obstructions.

I consider, therefore, that at The Coal Store at Kowloon, as well as at this Naval Yard at Hongkong, the direct communication with the sea, should be uninterrupted and exclusive.
