47 as regards the proposal for the development of Kowloon, I have to observe that the interruption in front of the Naval Yard was mentioned that Admiral Sir J. Hope, who considered the subject with me very carefully, was of opinion that under certain conditions, which however would entail a very heavy expense on the Colony, the Praya could be continued in front of the Naval Yard without in any way inconveniencing or interfering with the efficiency of the Department.
That the Braya opposite the Naval Coal sheds, would prove serious inconveniences, not only to the Land Board but to the Law Officers of the Colonial Government and the public generally, also to the Military Departments intended to be located on the adjoining lots, and I do not think that the proposed road will be found injurious to the Naval service.
