Referring to that portion of your above-mentioned letter, which you state that it is in contemplation to continue the Praya of Kronghong, decided in The Naval Yard, I have to inform you of my objection to such an arrangement, as being in every respect undesirable, and detrimental to the interests of The Naval Service.

The confined space now occupied by The Naval Yard, and the large amount of work required of that establishment, together with the necessity of having the rear frontage free from interference, and available for hauling up boats, spars, and for other indispensable work, are considerations which render the contemplated plan most inconvenient and inexpedient, and I request you will cause these objections to be made known to the proper Quarter.

It would also appear that the insecurity attending the care of Stores in China, owing to the proverbially thieving propensities of the Natives, would be another strong argument in favor of having miscellaneous Offices...
